Ice cores are read for climate; this thesis reads them for government. Dust, soot and sulphate layers from three Antarctic cores are matched against decades of fuel, farming and shipping rules, and the record turns out to carry the fingerprints of decisions as clearly as of volcanoes. A method is given for telling a treaty from a bad winter.
